AUSTIN, Tex. – Texas Facilities Commission (TFC) selected JE Dunn to build the second phase of its Capitol Complex Master Plan that centralizes all TFC departments and employees onto a main campus just blocks from the Texas Capitol.
Though centralization is the agency’s operational strategy, it is coupled with the equally significant purpose of providing shared public space, better walkability in this area of downtown, and a gateway to the Texas Capitol that will welcome residents and visitors for decades to come.
In the spring 2023, JE Dunn with architect, HOK, owner representatives, Square One and Hill International, broke ground for the 360,000 square foot, 7-level office building and 165,000 square foot, 5-level office building. Both will include underground parking garages.

Additionally, it will provide another corridor for elected officials, employees, and citizens, and visitors to enjoy the grandeur of the Capitol Complex,” said Austin Office Leader, Chuck Lipscomb at the groundbreaking. “We’re committed to the safety of everyone on this project and delivering quality construction and an exceptional experience.”
JE Dunn’s partnership with TFC is a continuation of success and trust built during the first phase of the Capitol Complex Master Plan. JE Dunn was the CMAR for excavation and utility relocation for 12 city blocks, along with construction of the new central utility plant and upgrades and tie-in to the existing one.
Over time, JE Dunn’s phase one scope of work expanded to include paving and completion of the pedestrian mall.

Phase two will be completed late 2026 with occupancy in early 2027.
