Project Highlights

This new 36,000‑square‑foot, stand‑alone Emergency Operations Center was designed and constructed to strengthen Minnesota’s preparedness and response capabilities for Homeland Security and Emergency Management. Serving the Minnesota Department of Public Safety (DPS) and Homeland Security & Emergency Management (HSEMP), the facility provides highly specialized, mission‑critical spaces that support coordinated response efforts during emergencies and allow for sustained, around‑the‑clock operations.

Purpose‑built for resilience and security, the facility optimizes operational flow while meeting stringent Anti‑Terrorism Force Protection (ATFP) requirements. The site and building design were carefully planned to support secure, continuous operations within a sensitive natural environment, requiring thoughtful integration of site logistics, water management, and phased construction planning from the earliest stages of the project.

The project incorporates a wide range of advanced systems and infrastructure to support both daily operations and large‑scale emergency response. Key features include Darcy geothermal wells, a photovoltaic (PV) array, an ICC 500‑rated storm shelter, a monopole radio tower, and a 20’ x 30’ video wall. Comprehensive integrated security and low‑voltage systems further enhance situational awareness and operational readiness.

To ensure a seamless transition from construction to full operational use, the team prioritized early and ongoing collaboration with the client, end users, IT staff, design partners, trade partners, and facility management. This proactive, coordinated approach supported efficient installation of specialized systems and ensured the facility was fully functional and ready to support critical missions at turnover.
